다른주들은 훨씬 전부터 숙련직 취업비자 소지자의 동반 가족에게만 허가해 왔지만 비씨주는 최근까지도 비숙련직 취업비자 소지자의 동반 배우자에게도 Open Work Permit 신청을 허가해주고 있었습니다.

Notice - Changes to the Temporary Foreign Worker Program pilot project in BritishColumbia - open work permits for spouses/common-law partners and working-agedependent children of temporary foreign workers February 15, 2013 - Effective February 15, 2013, CIC will no longer accept applications for open work permits (WPs) fromspouses, common-law partners and working-age dependent children (aged 18~22) oftemporary foreign workers (TFWs) destined for British Columbia in occupationsrequiring lower levels of formal training. That includes occupationsdefined in the National Occupation Classification (NOC) as type C, or thosethat usually require secondary school or job-specific training, or occupationsgenerally requiring on-the-job training (NOC D).
The NOC is a list of all the occupations in the Canadian labour market. Itdescribes each job according to skill type and skill level. The NOC is used tocollect and organize job statistics and to provide labour market information.It is also used as a basis for certain immigration requirements.
These applications were accepted through a pilot project that wasimplemented under the Temporary Foreign Worker Program annex to the Canada-BritishColumbia Immigration Agreement. The pilot project was scheduled to rununtil February 15, 2013.
The pilot is being extended for working-age dependent children (aged 18~22)of high-skilled TFWs destined to British Columbia. High-skilled occupations arethose classified as managerial (NOC 0), professional (NOC A) or skilled trades(NOC B). Eligible applicants can continue to apply for an open WP untilFebruary 14, 2014. |

이 발표는 단순히 동반 배우자가 Open Work Permit을 못 받게 된다는 사실보다, 이번의 결정이 그동안 비씨주에서 비숙련직 취업비자를 가지고 일을 하면서 BC PNP (비씨주정부이민)를 신청하려던 분들에게도 적지않은 영향을 미치게 된다는 사실에 주의해야 합니다.
비씨주정부이민에서는 신청의 조건가운데 Ability to BecomeEconomically Established in B.C. 라는 항목을 두고 있고, 주정부에서 제시한 최소한의 가구소득액에 부합할 때 BC PNP를 신청할 수있도록 하고 있습니다. 최소한의 가구소득액 기준은 가족수에 따라, 그리고어느 지역에 거주하는가 (광역밴쿠버 vs 그 외 지역)에 따라 달라집니다. (아래 표 참조)

부부와 자녀가 둘인 가정의 경우 광역 밴쿠버에서 일을 한다고 가정하면 최소한 $37,859 이상의 가구소득이 있어야 하는데, 비숙련직으로 일을 하는 경우이 금액에 미치지 못하는 경우가 종종 있어서 이럴 때 Open Work Permit을 받은 배우자가 풀타임또는 파트타임으로 일을 해서 소득기준액을 맞추곤 하였는데, 이제는 그것이 어렵게 되었다는 의미랍니다.
따라서 비씨주에 비숙련직 취업을 통해 향후 BC PNP 신청을하려는 분들께서는 이러한 변화를 잘 이해하고 계셔야 하겠습니다.
